Out-of-State Learning
State Authorization
Utah is a member of the State Authorization Reciprocity Agreement (SARA), and SLCC is an approved SARA institution. SARA establishes a set of standards for offering online programs in member states and territories. SARA also protects distance-learning students and provides students with a method for filing complaints. Most U.S. states have joined SARA.
Participation in the State Authorization Reciprocity Agreement requires SLCC to meet a set of policies and quality standards.
California
California is the only state that has not yet joined SARA. As an out-of-state public institution, SLCC is not under the purview of the California Bureau of Private Postsecondary Education. Students located in California can enroll in SLCC online classes. Please review the Professional Licensure page for program-specific licensure disclosures.
Federal Compliance
Membership in the State Authorization Reciprocity Agreement helps SLCC meet Department of Education requirements for distance education students located out-of-state. Failure to comply with Federal regulations can impact our participation in Title IV programs, including Federal Pell Grants.

State Compliance
States maintain the authority to regulate secondary institutions that offer on-the-ground activities in their state. This includes out-of-state field trips and clinical placements. Please contact the state authorization program manager regarding on-the-ground activities in other states.

International Enrollments
Students should be aware of potential restrictions for enrolling in SLCC programs from countries outside of the United States. SARA does not cover international authorization.
Restrictions include:
- Some countries do not recognize foreign online degrees.
- Some SLCC programs may not meet the educational prerequisites for professional licensure in other countries.
- Some countries require students to pay taxes in addition to the price of tuition.
- Internet connectivity, hardware availability, software availability, and time zone differences may impact a student’s ability to adequately participate in online education from another country.
Please note that SLCC is unable to enroll students in online programs in countries subject to U.S. sanctions or where particular regulatory requirements cannot be met by SLCC.
